By the number of IT professionals involved in outsourcing and the companies that provide outsourcing services, Kyiv is definitely the city of choice for an offshore development center. Let’s take a look at some key facts about this important Ukrainian IT city.

 Geographical Location and Population

Located in the north central part of Ukraine on both banks of the Dnipro river, Kyiv is a convenient destination for a European software outsourcing company. The permanent population of the city is about 3 million, and 4 more million comprise the temporary population: people from all over Ukraine relocate to Kyiv, looking for better job opportunities and higher salaries.

Time Difference

Kyiv, like most of Ukraine, is located in the Eastern European Time Zone. That means that the time in Kyiv will be one hour later than in Berlin, two hours later than in London, and seven hours later than in New York. That makes Kyiv and Ukraine in general a more convenient outsourcing destination for European and American businesses than Asia.

IT Talent Pool

Kyiv is definitely the largest IT city in Ukraine, with 40% of all IT outsourcing activity centered here. The outsourcing sector comprises over 10 000 IT specialists at the moment. More are attracted from other cities of Ukraine, and each year thousands of young professionals graduate from 68 universities that prepare IT staff in Kyiv. As the capital of Ukraine, Kyiv is the home of top technical universities in the country: Kyiv National Taras Shevchenko University, NTUU “Kyiv Polytechnic Institute”, National University “Kyiv-Mohyla Academy”, and National Aviation University.

Level of IT Salary

Kyiv is the most expensive city in the country, with high cost of living as compared with other offshore development centers in Ukraine. The level of programmer salary is, naturally, higher than in other cities as well, but it is still lower than in other countries of Central and Eastern Europe. IT salary varies depending on the level of the coder and the programming language, the lowest average being $800 for a Junior PHP developer or Junior C#/.Net programmer, and the highest being $3500 for a Senior Objective-C developer.

How to Get There

Kyiv has two airports, so the most convenient way to get there from Europe or the US would be by air. Boryspil receives mostly international flights from all over the world, while Zhuliany serves mainly domestic flights. A direct flight from Europe to Kyiv normally doesn’t take more than 3-4 hours, and it will take you about 8 hours to get to Kyiv from New York. The city also has a railway station and a number of bus stations, but these are better for internal trips.

Kyiv is the most expensive outsourcing destination among Ukrainian cities, considering the average programmer salary and the office maintenance costs. But the vast IT talent pool and convenient location make it the number one offshore development center in Ukraine.
